Albert Ramsey, promoting a Vera Cruz, Acapulco, and San Francisco mail route, needs Isaac Fowler's help to get through Congress the bill appropriating funds for the enterprise. He feels that a word from Fowler, who was Grand Sachem of Tammany Hall and postmaster of New York City, would at least keep Senators Gwin and Slidell silent rather than voting against the measure.
